Key Programmes / Activities
Character and Citizenship Education (CCE) is an integrated curriculum focusing on holistic student development. It nurtures core values, social-emotional competencies, and citizenship dispositions, preparing students to be responsible and resilient.
CCE is taught through a variety of learning experiences, beyond dedicated CCE lessons. Guided by our school vision of nurturing a caring community of lifelong learners, glocal citizens and innovative leaders, CCE@RSS aims to develop students who grow up to be morally upright, active and contributing citizens.
Every School Experience, a CCE Experience
Every school experience holds an immense possibility for our students to internalise the necessary values, attitudes and competencies. Hence, the school takes an integrated approach in the design of CCE as a total curriculum. This includes both the explicit curriculum as well as other educational experiences that our students go through, with each one of them reinforcing one another in a coherent and holistic manner.
Growing our RSS Students through our Three Littles
To ensure consistency and synergy across the multiple learning contexts and experiences in the RSS CCE Total Curriculum, the school anchors our character and citizenship development efforts in the ‘Three Littles’ – Little Master (小主人), Little Friend (小朋友) and Little Teacher (小先生).
Culture of Care as the Enabling School Environment
A strong culture of care forms the foundation of our Character and Citizenship Education (CCE) programme. Built on positive relationships among staff and students, it creates a safe and supportive environment where every student feels respected, valued and heard. Within our caring school community, students learn to live out the school values, grow in character and social-emotional well-being, and develop the confidence to contribute positively to others and the world around them.
Form Teachers Guidance Period (FTGP)
The Form Teacher Guidance Period (FTGP) is a dedicated weekly curriculum time designed for Form Teachers (FTs) to build positive relationships with students and explicitly teach social-emotional competencies. Through interactive activities and one-to-one interaction, it aims to develop self-awareness, self-management, social awareness, relationship management, and responsible decision-making. Topics related to Cyber Wellness, Education and Career Guidance, National Education and Sexuality Education (for P5 and 6 only) are explored and discussed in a developmentally appropriate manner during the lessons.
FTGP also provides dedicated time for teachers to build strong relationships with their students through regular interactions and 1-to-1 Chit Chat sessions. These opportunities allow teachers to better understand and support each student’s growth and well-being.
CCE Lessons (Mother Tongue Language)
CCE lessons in Chinese are taught to deepen students' understanding of core moral values, cultural traditions, and social-emotional skills. These lessons leverage cultural stories, proverbs, and idioms in Chinese to build empathy and character.
National Education (NE)
We commemorate Total Defence Day, International Friendship Day, Racial Harmony Day and National Day every year to foster national identity and cohesion through experiential learning. These days mark defining historical moments, encouraging students to reflect on and appreciate Singapore's past, present, and future.
Beyond assembly programmes, students are engaged in interactive recess engagements, where they participate in hands-on experiences that deepen their understanding of Singapore’s history and multicultural identity.
The school values, anchored in the “Three Littles”, are intentionally woven into these experiences to reinforce character development and strengthen students’ understanding of their role in the community and nation.
Students are also guided through structured reflections to make connections of their learning to their daily lives, considering different perspectives and developing a growing sense of belonging and responsibility towards the nation.
Values in Action (VIA)
Values in Action (VIA) programmes provide meaningful learning for students to grow into socially responsible citizens, proactively caring for others and contributing to the community.
RSS VIA journey begins in the lower primary levels (P1 and P2), where students learn to serve at home by assisting family members with household chores and care for the school through simple acts, such as keeping their classrooms clean. In the middle primary levels (P3 and P4), students learn to recognise and appreciate members of the school community, such as the General Office staff and school attendants, who support them in their daily school experiences. In the upper primary levels (P5 and P6), students extend their service to the wider community through visits to elderly centres, the distribution of essential supplies to those in need, and participation in donation drives.
Cyber Wellness
Cyber Wellness education is delivered on multiple learning platforms – Form Teacher Guidance Period, assembly programme as well as recess fringe activities. Lessons are designed to teach students to be respectful, safe and responsible users of technology and be a positive peer advocate for online safety.
Education and Career Guidance
Education and Career Guidance (ECG) is about equipping students with the necessary knowledge, skills and values to make informed decisions at every key education stage. Students explore their values, interests and personality, and learn about occupational clusters and the type of skills required for these clusters. To broaden students’ learning experiences, we leverage our partnership with RSS Alumni Association to invite alumni to share their developmental journeys with our students.
Sexuality Education
Sexuality Education (SEd) lessons are conducted for students at Primary
5 and 6. In SEd, students learn to understand the physiological, social
and emotional changes they experience as they mature. They also learn how
to develop healthy and rewarding relationships and make informed and responsible
decisions.

RSS Character Affirmation Programme
Our Character Affirmation Programme recognises and affirms students’ growth in character, encouraging them to demonstrate positive values and behaviours in their daily lives and be a role model to others. The programme, anchored in the school values, affirm students’ growth and contributions to the community through tiered awards.
